Mr. S M Shakil Akhter joined as the Secretary of the Planning Division on 03 November 2025. Prior to this appointment, he served as Additional Secretary of the Statistics and Informatics Division. Mr. Akhter is a member of Bangladesh Civil Service (Admin) Cadre, 15^th Batch.

Over the years, he served in various important capacities across the government, working in the Ministry of Commerce, Ministry of Science and Technology, Ministry of Water Resources, and Bangladesh National Parliament. Mr. Akhter also served in the Ministry of Industries and the Ministry of Foreign Affairs as the First Secretary at the Bangladesh Consulate General in Jeddah, Saudi Arabia.

Mr. Akhter served as an Executive Director at the Insurance Development and Regulatory Authority (IDRA), where he has overseen regulatory functions, policy implementation, and institutional development of the insurance companies. Furthermore, he held senior leadership roles in the Statistics and Informatics Division, serving as Joint Secretary and Additional Secretary, contributing significantly to national statistics management, data governance, and digital information systems.

He has a long and diverse experience about development activities. He got domestic and foreign training on development project management.

Mr Akhter is a man of Bogura and his academic foundation was started from Bogura Zilla School. He earned Bachelor’s and Master’s degree in Statistics from the University of Dhaka. He also earned Master’s degree on Applied Economics from Griffith University, Brisbane, Australia.

In course of professional duties, he has visited USA, Australia, China, India, Malaysia, Japan, Thailand, Singapore, Indonesia, and several other countries, gaining invaluable international exposure and professional experience.

As Secretary of Planning Division, Mr. Akhter continues to play a pivotal role in the country’s central policy-making and planning functions, including macroeconomic planning, development strategy, resource allocation, project appraisal, inter-ministerial coordination, and review of development progress. He is also responsible for preparing and managing the Annual Development Program (ADP), providing secretariat support to the Planning Commission and to convene meeting of NEC, and ECNEC. He is married and blessed with one son and one daughter.
